There's no differences between Retail and OEM, only the ei.cfg file is different. Windows set himself OEM or Retail depending on the key you use on it.

Its too old and its quiet easy to make your own which is recommended if you dont want to download all from Windows Update. Sure if its still alive you can download it and then SP1 but Id recommend a new fresh ISO.

Well a simple search on "how to integrate" language pack will work. No not with a newer iso but clean updated iso's with SP1 is released.
