You can't just locate mobile numbers. Authorities can, but there is a special paperwork necessary, depending on the jurisdiction in your country.

There is something called "Location Based Services" which is supposed to alert people with text messages when they are in a certain location such as near museums, restaurants etc. The technology for Locating Mobile Phones exists but has a Whitelist/Opt in policy and the take up on this technology has been slow, mainly due to the Privacy issues involved.
