You can add a email account if you don't want to add a phone number. Setup another email account and add it to your Hotmail account. There should be a ask me later at the button of the security question but it will continue bugging you.
Thank you. The ask me later button has disappeared a while ago. Opening up another e-mail account for that purpose makes sense. Thank you, it worked....
