Normally you should use English for the Main install and use the appropriate Language Pack for the next Language! After done that, use the Control Panel for to change the Display Language, which will turns the apps from English to the Language you'd chosen! Don't forget to also ad the Keyboard for the second and other Languages as well. I use 3 Languages: Thai, English and German and that just works well.

try rebooting into your win10 setup disc and shift-f10 for cmd prompt and set it to fr-fr like: dism /image:c:\ /set-uilang:fr-fr Note that it might not be c: keep going through d:, e:, etc till it works. Then reboot and see if it still shows the text in english. Let me know how it works. I'm actually curious how much info is copied from the apps and the langpacks.

Better to use /Set-AllIntl: assuming the user wants not just the UI language, but also the FR keyboard layout and so on.
I was going to suggest that, but I didn't want them saying "oh man now my keyboard doesn't work and I don't know what to do" or something.
