You need to mount boot.wim, image index 2, to edit the Setup boot files. The background image is \sources\background.bmp. The image selection dialog is (probably) in \sources\<language>\w32uires.dll.mui, resource ID 3005. You can edit that with a resource editor such as Resource Hacker. I haven't tried modifying it, I've just looked it up with ResHacker, but it looks like that's the file that's going to be used in Setup.
