In the past I was able to create recovery drive without any problem. But trying it today I got the following error message:

"We can't create a recovery drive on this PC

Some required files are missing. To troubleshoot problems when your PC can't start, use your Windows installation disc or media."

    Running "reagentc /info" I get:

"Windows Recovery Environment (Windows RE) and system reset configuration
    Information:

    Windows RE status: Disabled
    Windows RE location:
Boot Configuration Data (BCD) identifier: 245d5f74-afb1-11e9-a5df-001bfce73a83
    Recovery image location:
    Recovery image index: 0
    Custom image location:
    Custom image index: 0

    REAGENTC.EXE: Operation Successful."

    Trying "reagentc /enable" I get:

"REAGENTC.EXE: The Windows RE image was not found."

    Please help.

I'm sorry, but You have all the information what You need.
Your Windows is damaged and in Your computer does not have WinRE at all available. It is missing or deleted or what ever.
Restore, repair, or perform a new clean installation and the problem is gone. That's what You should do.
Besides, you have an outdated version, so it's time to upgrade Windows so You can do two things at once and get clean and correct system.
