No access to anything after booting PC

    My Pc until yesterday was running perfectly suddenly i cant access anything unless i ctrl alt del and open task manager it then will allow me to use the PC as normal but that lasts for about 1 minute and i have to re open task manager to get access again even if task manager is still open and this continues over and over
    The PC boots and shuts down normally, nothings been installed recently. System restore didn't fix the issue.
    Hopefully someone else has encountered this issue and can give some insight on how to resolve.

    CTRL+ALT+DEL, is the process of high occupancy rate just because of it?

    Windows 10 Home, Pro, Enterprise, Pro Education, LTSB, LTSC, Windows 10 Pro for Workstations, IoT Core, IoT Enterprise, Mobile Enterprise, Education, Server? 1507, 1511, 1607, 1703, 1709, 1803, 1809, 1903? X64 or X86? CPU and chipset?

    you have to boot from a disc. I've seen that a thousand times.hardware problem. put this in hardware.
