I've never seen a MCT that downloaded a singlelanguage iso.

    Techbench will give you HSL:

MCT version 10240 gave HSL option which was great, but it was removed in 10586, the techbench give separate isos 32 and 64bit :(

I see it now, because i only downloaded Dutch language it never showed HSL. But you could download the 10240 x86/64 iso and recreate it with the extracted 10586 HSL iso's.

It will be a bit "Homebrew" but it could do the trick for you ;)
