    It is in HKEY_CLASSES_ROOT\DesktopBackground\Shell. Take some of the entries there as an example and duplicate them, modified with your values.

    This way can be used to add an item between Display settings and Personalize
    I want to know how to customize section that nvcpl uses

    Duplicate the nvcpl entry? Both Display settings and Personalize have a string "position" with value "bottom". So you can examine if nvcpl has something similar or if empty/nonpresent "positon" string will place the new entry next to nvcpl (and then maybe alphabetical sorting will come into play)?
