26 SLIC's in "\PANASONIC\2.1" has 1 corresponding certificate ("MATBIO-86B64B13.XRM-MS") in the same folder. What's wrong?..
No nothing wrong couldnt find the slp.cmd file as I thought they had to match. Pushed through with your advice and tazmamart81 and worked exactly as mentioned so thank you genuienly.
What it must do?... Install certificate? No needs special .cmd for this... Run command prompt "As Administrator" and execute Code: cscript slmgr.vbs /ilc "x:\path to\MATBIO-86B64B13.XRM-MS" (specify full path to cert file). More than that, if you're using original "OS Recovery disk" from vendor - it already contain's proper cert and key and install's it automaticaly... Modify system BIOS with SLIC? Usually it becomes by a different way...
It worked! just not sure until when thanks a lot @Carlos Detweiller for your guidance. ps: modded GA-Z68XP-UD4 UEFI with dell 2.5 SLIC and certificate (using phoenix tools) if anyone needs that bios, just ask (is also NVME modded + OROM and cpu microcode all up to date)

I don't have pkeyconfig for WS2019 so I can't check it now. But according to the source png file,(tp://bbs.pcbeta.com/data/attachment/forum/201903/31/173440ht4nt2ct64m6pen3.png), it is Windows Server 2019 Datacenter. If you have created account and posted 10 times in that website (pcbeta) , you might be able to identify corresponding PC manufacturer of the OEM key by visiting the link below. Thank you all for replies - I can confirm it works just fine and activates (for now) DataCenter 2019. It can be very useful if you wanted to (long term) test data center features since Server 2016 does not have DC SLP key leak only Standard and Storage. You can also upgrade in place your older 2016 Standard to 2019 DataCenter server (after updating SLIC) which is what I'll try next
I think this key is most likely to be used on Fujitsu Servers, because most of modded BIOSes with this key inserted seems to have Fujitsu SLIC table.
