Office is different on my two machines.

    Clean install in both cases? ..had not previously installed any Office, the pre-installed option was missing.

    Certainly a clean install on the laptop, which is new. The desktop *may* have had 2019 on prior to this, but it would have been uninstalled rather than updated.

    I think that's the difference. Read the official information about the Office 2021 interface and unavailable features in the LTSC version. Links were published in the profile topic.
    It is recommended to clean up traces of Office after regular uninstallation. Link to OfficeScrubber in the topic [HOW-TO/SUPPORT/CHAT] OFFICE C2R Download/Install/Activation.

    try update office in your laptop and restart.
