I thought it was still being developed. But even if it's final, it may still be upgraded by updates. And to be fair, if its free there will be catches, so it should be compared to other free VPN services, which also have serious limitations. Having said that, I clarify that I'm using Opera, intend to install its VPN, but haven't done so yet till they get it going properly. What concerns me more about the new Opera is that it lacks the functionality and usability of the old one.
