Question is: Could he run any USB drive on that machine: Yes or No?

If he can, that USB is installed correctly!

If USB isn't Admin locked, in that case it looks more like an hardware(MB) problem

As you wrote PC, it seems to be an Desktop. If so and you have an PCI USB Card, I would place that in the MB and test USB will work using that Card.

    Yes. it's the Motherboard.

Able to repair? Maybe yes and no. It's depend on what service is available. We've quite good services in Bangkok. Anyway, it's depend, if there is an hardware problem, what exactly it is. Not everything could be repaired or repair is simply to expensive!

As I wrote in my last post, look to check with an PCI USB 2 or even 3.0 Card that those will work. An PCI USB 2 Card cost in Bangkok 5 bucks!
