So I have a prebuilt HP Pavillion with a Phoenix BIOS v. 5.27 with SLIC 2.1 Now I'm looking into overclocking. Is there anyway someone could mod this bios with 2.1 slic and unlock the oc options, or do I pretty much just need a new Mother board...

If you want to overclock I would get a motherboard that has those features, all the big OEM companies (DELL, HP, Lenovo, Acer, etc) have disabled if not removed those options from the bios completely.

Just don't be naive. If they offer OC ability, they will have a lot of broken machines coming back to them, including yours!!!
