You could make your own installer that could do that with winpe, dism, and diskpart scripting. Can't say it'd be worth the effort though... Most people don't run setup enough to care about music; and if they did, they could listen to mp3 player.
Don't forget that with computers these days installing Windows from scratch is quick enough that a trip to the fridge to grab a beer is .. problematic,let alone getting an mp3 player(Sidebar: Do people still even use dedicated mp3 players these days,when every phone under the sun has the capability ) and choosing what to listen to
It boils down to if you have applicable sound drivers installed for winpe in the copy files phase, or in the install.wim during setupcomplete. In my setupcomplete portion i have a "ding" to tell me it's beginning, and i have actually been playing a portable doom or listening to a portable vlc player during installs. The same goes for lan drivers and using a portable web browser. I agree about the speed of installs, but if you also install office, net3\4, install drivers, do a dism /componentcleanup, etc you could find yourself in setupcomplete limbo for 20 minutes before desktop.
takes 5 minutes to copy from pen drive to hard drive, after the two reboots and the let's start screen you can play mp3 or video if your sound card has native windows drivers, that's what takes long, I do that when installing the updates, remaining drivers and programs
