Pro Workstation is basically Pro with extended hardware support (can support more physical ram and cup's than the standard home or pro could). Which means it doesn't have the same features as Windows Enterprise.
It is features (in Microsoft's definition) that differentiate editions, else would have the same name How hard is to check an info-graphic / table comparing editions? But yes, it's definitely an upgrade.
