IMHO, don't tamper Windows from 18362.1 forward, unless custom image with custom update which is made in Microsoft way.
Start by doing your current Windows completely OK, ie fix all bugs and errors. If done, then make sure you have all previous installations completed/configured, ie restart must be done and all previos installation files must be deleted. When all this is done and there is enough free disk space, only then start to install something new. After doing the things you described above, it should be a miracle if your Windows is still working. In the future, keep in mind that Windows must be fully OK before installing the CU. PS. There are absolutely no problems installing this update.
Yea I figured that I was hoping someone could tell me something I didn't already do/try, the fact that upgrade install is failing means something wrong with system. I have done all the sfc /can and dsim/ resortrehealth etc but all showed no corruption.

If they are already showing you any problems, it is a complete disaster. You have no choice but only to do a completely clean installation. Until your haven't did reinstall, everything repeats and gets every day worse. You know yourself how long you want to waste your time on anything else, anyway, it all ends with a clean installation.

hmm I do not and will not see this problem because I use W10 LTSC modified by me as the main system in 1st ssd, already in the 2nd ssd I use the W10 21H1 without problems

Well not sure what's going on lately with WU, but I see an exponential increase of faliures either on my machines and on clients' ones. And I'm not speaking just about a rusty LTSB2016 with its almost 2GB sized monthly updates, I have even an untouched test VM with server 2022 which failed to apply the very fist update. The in place upgrade is the obvious way to fix the problem since the days of DOS but we are in 2021
I'm not an expert on this by any means but looking at install logs when there is a failure it always seems to be Windows complaining about missing components. When you see an update fail at a very high rate I read that as MS requiring more existing components to be in place and not corrupted than in previous CUs. Modifying your OS and/or cleaning it up definitely increases the odds of these issues but I certainly see them on bone stock installs as well.
That is a reasonable guess, but as matter of fact I have seen more problems in untouched images rather than in (properly) cleaned up images. Perhaps custom images aren't just "hacker things", is plenty of organizations that use images tailored for them by sysadmins.
I already did clean install. I tried everything and the in place repair install using media creation tool failing was last straw, as past updates that failed always installed using media creation tool. After i fresh installed everything updated.
If you read my link above I don't use the media creation tool, I start with UUP dump to build the image that matches the build currently installed and then integrate the CU from the build I want to upgrade to with W10UI, I don't use any cleanup options for either step. The resulting image will be able to upgrade to the current build with a high rate of success. The only issue with this is that the .WIM file ends up pretty huge since you don't clean it up at any point.
google for UUP adguard, you can get a one click batch to download and assemble the ISO you want. An alternate path is to take the ISO you already have and integrate to it the latest servicing and cumulative updates. either manually or using a tool like MSMG.
