Could it be that's an limit from your ISP in France? Try to use an VPN like SecurityKiss and check go over an different country (outside Europe!) it will work. Yes Store would be a problem. Maybe it's possible to reconfigure the Internet connection for to use an Proxy as default, to be honest, I'm not sire about that. You could first try to connect with an browser to RTL using the ScurityKiss Tunnel and see that would work. If it does, you could try to use different DNS servers like the one from OpenDNS or even Google. But that would make only sense if the problem lies by your ISP. I use Google DNS for to bypass the limitation of my ISP for an public online Server I run on an normal Internet connection which isn't allowed by my ISP. From some reading, I remember that in France are quite some censur for Internet and also may the EU policies come in too!
I installed free SecurityKiss for now works well. is there particular settings to always take advantage of the free option. Talk about 300 MB per day. Have you try the OpenDNS Servers as well? Because I do believe that Google has also an Gateway in France and than the EU limits come in work too! And the 2. DNS from Google is: 8.8.4.4!! Also after changing the DNS on your NIC, please run IPCONFIG /ALL again for to see the "external"DNS Servers are accepted!
