    win 7 themes

all depends if your talking about visual styles or just themes, the way to make themes on win 7 is to right click desktop, personalization, choose whatever picture or slide show, color, sounds and cursor then you'll see 'my theme',the current one, then right click it to save and share .its then saved where ever you want to.

As said wallpapers have an easy solution.
For themes you have to edit them (*.msstyles).
If you're in a x64 env. the only resource editor I know that works in x64 is Restorator.
You should try UniversalThemePatcher if you want to use patched themes (i.e.: the ones downloaded from deviantart.com).
