So I have a Dell OEM copy of Win7 Ultimate x64. If I want to use it on an HP system, all I really need to do is change the OEM cert on the DVD and make sure that the BIOS is SLIC 2.1 compliant, right? I don't have to change the key in a file somewhere?

For best activation you'll need to use HP key + Cert. but no its not required since OEMSLP Keys arent brandspecific..

Right I understand that I need the HP key and the cert. The question was is there a file on the DVD that contains the key that I would need to change, or is the cert the only thing that requires changing?

You need to change in the install.wim and boot.wim, which is not a simple job. The best is to change it after installation using Daz' loader, OPA Tools etc.
