Any version of Windows 10 will always use about 2.5 - 3 GB of RAM. If your Windows uses more, it will be due to the additional services you allow and the automatic launch and running of services and add-ons in the background. I mentioned KDE Plasma because it is an environment with more visual effects even than Windows in addition to being highly customizable and having several features but it is lighter than any more modern environment and its consumption of RAM is very close to a simpler environment such as the XFCE. Even on a weak PC it is possible that it runs well. Unlike Gnome which consumes as much or more RAM than Windows and can be as or heavier than Windows. Linux Mint Cinnamon (based on Gnome) is another great alternative consuming around 600 MB much less than Gnome itself. XFCE and Mate are certainly even lighter and very customizable but can be ugly for some.
You can do UEFI mod and USB3 mod to a win7 setup image. I've done it myself. The real question is how long are you willing to keep using an old OS to indulge this desire for the OS using minimal resources? Win10 is a bit laggy compared to win7, but it doesn't use that many more resources, especially if you use the LTSB/C versions. Is a few frames of lag worth the hassle of maintaining an old OS with hardware drivers and compatibility problems? I know you didn't directly ask about Windows 7, but it's really the only way to use the kind of minimal resources without completely butchering the OS.
