Remove a dll from System 32 without Administrator Permissions

    Can someone show me or tell me how to delete a "dll" file fro Windows 10 System32 folder. I have a corrupt, netutils.dll, and can' set my permissions correctly to delete this file.

    Why not run sfc /scannow

    I have deleted a file like that before,
    I think the process is to move it to a different location, rename it then reboot then delete.

    Create a WinPE usb stick and boot from it.

    I normally just use nsudo to run command prompt with trusted installer and all special permissions to delete stubborn files.
