LOL! I didn't mean any disrespect. It just seemed odd that Microsoft wasn't supporting the latest version of their own product.

    I didn't felt that at all :)

at that time, there were picky about releasing simply-tested hotfixes to the masses
with Windows 10 era, they release anything, tested or not :D

61135 was never actually meant to go to system32
It was a special version fixing problems with centennial (win32 appx packaged app)
Of course it seems to work because if of course has the same ABI as the regular version, so developers would not need to recompile their apps
But MS never expected it being used on raw metal — i don't even know if there are symbols for it, and it may expect some Centennial APIs to be available
I wouldn't be using it. This is a different case than using alpha hotfixes — this is a hackjob.
There were several other specially-compiled CRT versions for eg. SQL server, but these may even be ABI incompatible and lead to even more problems.

Is it OK to install VC 2019 packages to XP? IIRC, XP uses the 2015 ones (not included in the pack).

If you run the 2019 installer, it says "Microsoft Visual C++ 2015-2019 Redistributable". Both the C++ 2019 and the Repack in the 1st post are compatible with Windows XP SP3. Just use the Repack and you'll have everything updated to the latest version, from C++ 2005 to C++ 2019.

Yes, those hotfixes must be modified to avoid that (change MSI Product Code)

one can use the script to hide updates instead
there is a 'hidedrivers.vbs' script floating around here that can be modified to hide everything, not only drivers
WUMT iirc also has the feature of hiding updates
