You have already posted the same thing before and it has been discussed, if it bothers you that much, extract VisualCppRedist_AIO_x86_x64.exe with 7zip and use Installer.cmd or just don't use it.
What can you do if this application has requested the runtime to terminate it in an unusual way? Edit: Problem Solved Itself. Lmao

I run VisualCppRedist_AIO_x86_x64_31 over the previous version 20200328 and vc 2019 was uninstalled. i tyed with /y with the same results v2019 is not installed. System is a Windows 7 sp1 uptodate may 2020. v2019 is not compliant with Windows 7 anymore?
Do you have BypassESU installed with DotNetBypass enabled? If so, uninstall DotNetBypass and try again. DotNetBypass has been found to interfere with the correct workings of Msiexec.exe.
