[REQ] Software to block other user's access (AskAdmin Similar?)

Good evening everyone.

I'm looking for a free software that blocks other users from accessing certain programs installed on the computer (if possible to the sites as well).

I found AskAdmin, however, in the free version the lock is for all users (including admin);
I know K9 Web Protection, but it works only for sites, and for all users too.
The Gpedit.msc doesn't work, because I'm using Windows 10 Home.

I wonder if anyone knows software that does what I need?

From what I've seen this has the same problem as AskAdmin in the free version (affects all users, including admin).
Anyway, I appreciate the help.
