Depends on if the rom contains signature verification checks. All the initial HP bios that were RSA signed didn't have these, so they can be modded. However all the new HP bios do verify the signatures of the PEI and DXE component of the rom everytime your computer starts up, so these kind of bios aren't currently moddable.
