I would first like to ask whether this is an video input or video output .
    Does it also carry audio?

Are there any settings to tweak within the OS software or the hardware in order to see the output of my PC on my HD TV screen? I am using a regular S-Video cord. The cord works with my DVD to TV connection but i see no output in m C to Tv connectivity

Any ideas or hints on what i am doing wrong

S-Video is an uotput in your case. Possible tweaks could include changing resolution and re-sizing your desktop depending on the graphics drivers you use. If you are connecting to an HDTV then really you need to connect via HDMI.
