server folder access problem

    hi

    I have a folder on a server, in the folder are some files of type .doc .pdf
    I want to allow a user to see by clicking a link those files (as a list) and be able to download them
    I know this can be done because I've set it up on another server - its just not working on the server this website and folder/files is on
    Its an Apache sever and I'm getting a 403 and 'You don't have permission to access (url path) on this server'
    I've tried altering the folder permissions (644 and 755) that made no difference
    will a htaccess or a php.ini make a difference and if so where would i put it and what would i put in it
    I dont have access to the server php stuff

    Any help gratefully received

    Are we talking local network? Do both folder and file have permission?

    the server space is rented from a hosting company (qiq)
    i've tried both (644 and 755) on folder and files but still get the '403 forbidden' 'You don't have permission to access /smcdown/ on this server'
    i've tried putting a a html file in that folder and that does work so the folder is actually ok just wont do what i want, which is to show a list of contained files

    .htaccess solved the problem - eventually
