I want to be able to pick and choose which Windows 10 Updates install. I read that the following allows for that.

However, what this does is actually allows me to go to Start > Settings > Update & security and from there, Windows updates are there but I cannot select which I wish to actually download. I am only given an option to download all that are available. So is the above even the right setting? Is there other settings too I need to change?

I see. Just thought I post it and to see what it was about. I just want WU to be what Windows 7 had already had. Notifying user before downloading anything and giving them the option to hide updates. At this point I'll use the separate tool to hide updates.
