It should have a setup.exe, but what exact ISO is it, official MSDN* or homebrew release? * if it should be an original MSDN ISO, please post the sha-1 checksum. If it's a homebrew release then all kinds of modifications can be done, like removing the manual setup files, the ISO can only be booted and not used for (inplace/repair) upgrades.
