Every time I log in to my user account, I a command prompt window shows up. I'm using the Windows 11 22H2 22621.160 build.

Having only this information there is no way to figure out what could be the reason of this problem.
All I can tell you is that I have never had such a problem, including with the version of Windows that you mentioned.

are you getting a command prompt only? That is, no graphics at all?

If he's getting ONLY the command prompt, no GUI, when he boots Windows, then something is wrong with his startup options.

That doesn't quite compute. I have been using CCleaner's registry cleaner for years now, on many different computers, and I have never seen that problem.

It's the first time it happens to me. Also, on the results, it looks like there are some reg keys it can't delete (or do whatever it does to them), which doesn't make sense.

Do not use the artisan modified CCleaner and nothing will happen, including any version of Windows 11 22H2 22621.160. I've been using it personally all the time, and also with this version of Windows, and more interestingly, I couldn't even then detect any problems when the Great World War against CCleaner was in progress. There has been only one more serious problem in the entire history of CCleaner, it was about 5 years ago when one a version of CCleaner could not be started by right-clicking from Recycle. Bin right click menu. But this problem was also very quickly eliminated.
So I can say with absolute certainty that CCleaner does no harm to anyone and has never done so before. Besides, if you have any doubts, you can always make a backup of the part of the registry that you are modifying or cleaning. CCleaner gives You two options - make it always automatically or make backup manually if You doubt on something.
In addition, any normal computer user will perform a full backup of the registry immediately after a clean installation, and if this backup has been done, you can restore the original Windows registry at any time.

CCleaner registery cleaner is safe to use
The only problem is drivers update - don't use it !

Sorry, if this question was addressed to me, I am not smart enough to think anything about it, much less to teach anyone.
There are many very wise men here, I leave that honor to them.
