Mint 16 was not a LTS version and I believe it reached end of life this past July. This is probably the reason you are having problems with the download server. Mint 13 will be supported for another year, 17.x until 2019, and 18 until 2021.
this manual is very difficult for me, as i am not going to use linuxm mint, just for one purpose, as it can help me probably. is there a way to install his via desktop. no one never installed anything on linux manually? linux 16 is the only thing i can use, as there is only micro sd card, no dvd, and linux mint 16 is already in this laptop, and micros sd does not give me to install other version of linux, the newest to perform automatic install from servers,cos it says, there are eeror block, though, the card is 100% no error, controlled beofre in windows.
ok, resolved, found unetbootin to install new linux which does not have expired servers to download everything. With unetbootin, it takes almost 3 full install time to install, so very long.
