When I enter BIOS setup, it shows ME version - N/A. All programs using MEI, don't work - MEI driver, Intel Firmware update etc. The motherboard start is very slow. Still in Windows 7 64 bit device manager doesn't show any undefined devices. Changing AMT configuration is useless. I updated BIOS to the last version - no change. What can You advice. Is it a result of a BIOS corruption in some protected area or a corrupted chipset?
Have you verified that it's missing by using the intel MEI firmware tools? I'd grab the latest 9.1/9.5/10 release from station-drivers and check to see if the MEI firmware is valid at all. If not, you should be able to re-flash it from within the tools. Just make sure you use a 1.5Mo or 5Mo release that's applicable to the H87 chipset. I've only got a Z68, and haven't kept up with the latest developments of the MEI functionality.
Of course, I checked with Intel tools. Even more - I took BIOS chip from the same working MB and sticked. No change - the problem is the same.
