RetroArch is free and open source, no need to pay anything.

Why not try the app yourself and report your findings?

RetroArch has several settings to reduce the (input)-lag. However, enabling "lag-free" toggles often causes more pressure on your CPU. Emulation itself needs lots of CPU resources. So you can trade lag for some CPU but most Android smartphones having a good CPU unless it's a ancient smartphone, the bottleneck is under Android more often RAM.

Just had a look at their site (retroarch.com) .
It is very impressive how many platforms they support !!

Not being any sort of gamer myself, I still find it amusing that this app could be used on an old win2k or even 95 box that is just sitting around otherwise doing nothing.

I'd recommend retroarch as well, you have most emulator excluding PS2 and next gen stuff
