In my opinion, it shows only one thing - your computer is not turned off and there are some operations and/or processes going on in the background. There can be quite a few reasons and it is quite impossible to guess it without seeing the computer yourself. But I'm pretty sure you'll get a lot of good suggestions. Personally, I can only recommend that if this situation has not occurred before, you should start by checking Windows itself, then check all background processes, drivers and controllers. These are the places, where the reason probably lies.
Also, Some motherboard has "Charging USB port" should always to be disabled... Some case such as ASUS, Gigabytes, ASRock and other brand motherboard.. ATGPUD2003
