That would make sense - the new, lame graphics of the logon and installation screens made me wonder if something better wasn't coming. There's no way those generic, inane backgrounds can be the real deal.
I wouldn't hope for a new UI, since the code was already frozen. More like a new UI-Theme would be my bet. Maybe some new logon/logoff and installation screensc I'm thinking of.
I can't believe we're getting a new UI either, unless it's something <simple> like a taskbar change which they can accomplish without altering too much code. There's been too much work in W7 (aero peak etc.) to suggest a sudden, radical, UI change between the RC and RTM builds. Possibly a re-emergence of TweakUI or some new theme packs, but not much else...
