Hopefully this one is an easy fix.

I actually do use the start menu tiles, but when I remove the tiles I do not want, which is all of the default ones, and replace them with my own, for example, the control panel, paint, snipping tool, etc, and I reboot, all of my changes are gone and the original tiles that I just removed are back. How do I fix this?

What the Windows You have and how it is installed. I have 1703 and 1709 and don't have such a problem. Also have never before had.

So I found another thread, I do not have the link, but with the new update, there is a time sync issue that effects the start menu of all things. I donno, you tell me. But basically you just need to give it a few hours, like 4 for good measure, and it will fix its self and you can put your own icons on there.

Only experienced something like this once
on a Samsung cellphone I could delete the garbage bookmarks
but when I reloaded there they were

My grandson found the issue was a customer file buried in the Linux
which was the source of the garbage bookmarks

I suspect something similar going on here
