Make sure you are using the Office Tool Plus with runtime version, the package included .NET 5 library and RunMe.bat, users can run Office Tool Plus without .NET installation by double click RunMe.bat. Download Office installation. Everything is on deploy page. Change deploy mode to download. Add product and select Office 2021, such as Office 2021 Pro Plus Volume (Note: 2021 Retail is not supported now). Add language as you want, you can add one or more. Change other settings if needed. Note: If you want to create ISO which contain 32 bit and 64 bit of Office, once start downloading, switch architecture to the other one, and click start deploy. Office Tool Plus is now support to add download tasks when downloading Office. Create ISO file After downloading Office, switch deploy mode to create ISO. Create ISO with default configuration. Maintain your product and language settings, click start deploy, select the save location and file name for ISO file. In this mode, Office Tool Plus will auto detect Office installation path, so you don't need to change source path value. Create ISO with default configuration and install without user confirmation. Maintain your product and language settings. It installed fine, but I'm struggling to activate O2021 but it saying "No installed product keys detected".
Open Office apps first, you should see an activation window, close it all, and then try activating again.

According to your error description, you may using Windows Insider, to solve the problem, fix the activation in toolbox, then install licenses, wait a minute and try activating again later.
Thank you @Yerong and @Windows_Addict! Installed Preview2021 on a new install of W10Pro64H2.630. Worked perfectly - first downloaded the files, then created ISO and then activated as instructed.
Went to download the tool at download.coolhub.top/Office-Tool-with-runtime-v8.1.zip but getting 404 Not Found error. Please advise
