Turning off devices in Device Manager

    Does disabling hardware devices in Device Manager actually turn them off? For example, if I have a USB device plugged in and I disable it, does it stop the CPU from polling it, and does power get cut off to it? I tried it with a phone connected to the PC. After disabling the phone, it stopped charging, and I could no longer access files. Seems to work, but I'd like to make sure :)

    Yes. It will turn them off completely. But not before booting OS. Once booted, it will remain turned-off.
