@Enthousiast It is also possible to bypass the restriction by killing the Network Connection Flow application (oobenetworkconnectionflow.exe) from Command Prompt during OOBE.
There will be numerous ways, but for 10 just leaving the install offline during oobe was enough for Home (+SL), now that is restricted too, so i published an updated tutorial, the turdtorial which worked for 10 doesn't seem to work anymore either.
This morning I'd made an Win11 Home image that was setup as OEM_DM Channel. At oobe it prompted me to go online as above. I've just made a Win11 Home image as OEM_COA_NSLP Channel and this time I didn't get prompted for online anything - Just user name and password for a local account... Z590 system with latest Win11 compatible bios - no mods, nothing. Pure clean install and setup...
I was driving home and thinking "Why didn't it ask me to go online? What if I'd forgotten to click forget for the wifi - but then it still only prompted me for a local account." Well, I've dumped the backup I'd made, and now I'm sitting at OOBE, Home OEM_COA_NSLP Channel, ipconfig shows no connections & it's prompting me to go online. What the!? I've no idea why the 1st time it behaved like it did. A bug? Maybe a process crashed? Sorry for posting the above because it's clearly not the case!
When you were online for a second and then disconnected, there is no nagging about it and you will be offered the option to use local accounts, maybe that happened?
