I used OfficeRTool to download Microsoft 365 Apps for enterprise and when running its start_setup.cmd, I have the command prompt window with just a tilt but not Microsoft Office's install window too (It's supposed to have both) and Microsoft 365 Apps for enterprise isn't installed.

    I used a 19041.1 Enterprise x64 pt-pt image.

I think that error message means that a dll is missing.

Do other apps (like chrome, Firefox, VLC etc.) work properly?

    Yes.

EDIT: I stopped downloading Microsoft 365 Apps for enterprise to my internal HDD and move it to and run it from my external HDD every time I install Windows (I don't want to lose time always downloading the latest version of Microsoft 365 Apps for enterprise and moving it to my external HHD) and so I began running OfficeRTool to download Microsoft 365 Apps for enterprise's latest version to my internal HDD and running its installer from there every time I reinstall Windows and oddly I don't have this problem.
