I'm unable to uncheck some security and maintenance settings (the Windows Update, Miicrosoft Account, Spyware and unwanted software protection, Windows activation, Device software, Startup apps and Homegroup ones since it won't let me click them) in Windows 10 1909. Even after doing a clean install I still can't uncheck some security and maintenance settings (the ones I mentioned earlier). I've been having this problem since Windows 7.
Based on this story/explanation, might think that your computer owner/administrator has blocked a lot of things for You. You should contact your administrator regarding these issues.

He is running Enterprise edition. Notifications are handled by the action center now, I think that those are being deprecated?
After reading x threads from you about problems with your operating system the pregnant question is where did you get the source .iso ( ? ) from ? A torrent ? Wich one where ? Did you check if the file is genuine ?
I am guessing it's because windows is not activated properly. I have run many instances of Windows from all ages in virtual machines and sometimes I did not activate because it was for a simple test and I have ran into that problem. On my personal machine, I pay the damn $10 for the software and download it from Microsoft.
At least since Windows 7, there's apparently a feature that makes you wait a certain amount of time before Windows allows you to uncheck them.
your problem sounds like a homebrew ISO. Maybe you did this by yourself to the original ISO playing around with DISM or something like that.
Did you try this. Click Start. In the Search field, type CMD. On the list of available programs, right click the Command Prompt icon and click Run as Administrator. In the black window, type: net user administrator /active:yes Press Enter. The system should return you with the following message: The command completed successfully. Now, exit the Command Prompt and click the Start icon. Log off from the current account and in the Account window you should now see the Administrator account. Done! If you want to turn off the Admin account, type: net users administrator /active:no

I did not go thoroughly but it sounds like you had some problems in windows 7, that was carried forward to Windows 10 & Windows 11 as of now! Haven't you been making upgrade installs from one to other OS for a long time & that too with problematic OS. So, I feel its time for a clean install! Thanks. ...
