Enterprise version by Microsoft can't be unlocked to install other Retail releases as Ultimate, its a single unlocked image by default. You need download an Retail Windows 7 Trial with one image as W7 Starter, Home Basic, Home Premium, Professional or Ultimate, to remove EI.CFG and unlock the DVD to all versions.
