I'm trying to slipstream Service Pack 1 into my ISO of Windows 7 Ultimate E, since Microsoft never made ISO's for SP1, only RTM. I tried using tools like RT7 Lite and NTLite, but the storage drivers stop working for some reason, making Windows impossible to install.

Windows 7 E (not with Internet Explorer) never had one.

Maybe MSFT never made a SP1 ISO of these EU enforced crippled ISOs for a reason?

The E versions were scrapped before (or shortly after) release and replaced with the EU Browser Ballot screen. My browser still shows some remnants from this phase:

No SP1 media for E was ever made. I managed to make myself a crappy homebrew SP1-media (had probs with offline-servicing SP1 so I did through Audit Mode) and use the updated boot.wim and WinRE.wim from the non-E counterparts (SiMPLiX can also only be serviced through Audit Mode because of the mismatch).
Furthermore, after SiMPLiX has installed IE to Win7E, it is functionally identical to the non-E, so, just use the latter.

Strangely, 7E is still targeted by all updates, to this date.
