Usability tip on IE11 please

    I've got a specific application, it is a web-based security camera.

    The computer is Windows 7 with IE11 and has two screens. One right in front of it, the other across the room where the old analog security camera monitor was (actually it's the same screen using the VGA port instead of analog input from the old system).

    The web-based app runs in Internet Explorer. We can open it, detach the tab, and drag it to the other screen.

    Problem is, half the time when you open an IE shortcut or otherwise something wants to open in Internet Explorer, it opens a new tab in the browser we moved, instead of on the primary screen.

    What we want is to be able to tell the one thing to always open on the second screen, but everything else on the first. A bonus would be to hide the taskbar icon for that (but not for everything else IE) so once it's running it can't be closed or otherwise messed with.

    Quick usability workaround or setting that will do this?
