Even when not behind a proxy the lifetime of the files can be very short. The slower your connection the more likely some links will expire. Even happens with my 50 Mbit connection. Start the same download again, it will only download the missing parts. Might need several re-tries in your case .
I have a 40 Mbit connection but that's not the issue. I tried downloading the files multiple times but the way I was doing it was without the miniserver. When I did it with the miniserver, it worked like a charm. Even with regenerated links, the download failed with those errors without miniserver. Got the latest download though so, I'm a happy camper!
I select "Windows Pro/Enterprise/Education/S en_uk" for "Windows 10 Insider Preview 17074.1002 (rs_prerelease_flt) amd64" and all it contains is Pro only.

Sounds to me like Antivirus is interferring with the download . Can access the top options here by clicking the icon top left.
