    From what I know, Explorer only mounts ISO. It seems to not recognize CUE (which is only a text file describing the structure of the associated binary file (usually BIN, but can also have another extension) at all.

    There are actually free versions: DT Lite, Alcohol 52% FE and Alcohol 120% FE.

    Try doing both actions in Safe Mode.

    Just disable the driver (set startup to 4) in

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services

    reboot

    Uninstall the driver
