depends upon scenario whether you want to restore it on same hardware after a fresh new install or if you want to restore it to same machine with some hardware changed or new hardware ?
I already know the scenario behind asking this quest thatswhy i suggest something else. Main Motto behind posting a new thread asking for act backup is for Ratiborous tool only nothing else. You question might be : is this blah blah ratiborous tool good / safe to be used.

Then no need to back it up , if your windows is activated using digital license it will automatically activate itself after fresh install as long as installed edition is same as edition before install . If it is activated using KMS just use KMS_VL_ALL by @abbodi1406 .
If your machine is shipped with Windows 10 (OEM like Asus, Acer, HP, etc) it's already in the BIOS. If you bought it from MS or 3rd party store you already have it on the receipt email. If you use your hotmail/outlook account on Windows 10 it *SHOULD* already be binded to your MS account. If you used any tool to activate Windows just reuse any tool again...
+ already established hwid's are saved at msft servers without the need for using a MSA, for the lifetime of the hardware.
If you have purchased an Office license, it is also stored on Microsoft servers and there is no usage license on your computer. They are not stored on the user's computer for a long time. And don't confuse the activation key with the license. But activation keys are usually no longer stored on local computers, but if they are stored at all, they are stored on the provider's servers in your personal account.
