I remember downloading it but I can't find it now......can it work for older versions of windows to? Disables services etc or whatever might cause Windows to be bad

In ADMIN Cmd Prompt Type Dism /Online /Cleanup-Image /CheckHealth When you use the /CheckHealth argument, the DISM tool will report whether the image is healthy, repairable, or non-repairable. If the image is non-repairable, you should discard the image and start again. If the image is repairable, you can use the /RestoreHealth argument to repair the image. See if you can even repair your system, I guess reformatting and installing OS's enough times will stop people from downloading and installing stuff they have no idea what they are doing, my rule is after I install anything, in ADMIN Cmd Prompt type sfc /scannow , if it passes your cool, if it does not, uninstall it right then, if you still have problems come here and someone will help.
