Where I can obtain Windows 8 PE languge packs? (6.2.9200)

Hi, I need to obtain Windows 8 PE language packs. I tried to use Windows 8 language packs. But it didn't work. I get this error:

I've realized that I need Windows PE language packs based on Windows 8 (6.2.9200) not based on Windows 8.1 (6.3.9600), where I can obtain these?
I only need English and German language packs.
